In 2010 students with special needs (students with disability) accounted for less than 1 percent of all students enrolled to the courses at Lithuanian higher education institutions. The project aims to encourage people with disability to pursue higher education by creating favourable conditions, ensuring high-quality services and accessibility of studies.

Project's objectives shall be reached implementing two activities:

  1. Provision of Purposive Disbursements in order to improve the accessibility of studies, adaptation of information and physical environment for the students with special needs. This activity aims to create a supportive learning environment for the students with special needs studying at Lithuanian higher education institutions. Purposive Disbursements - 520 litas a month (from 2015 - € 152) - shall be allocated to the target group oh the project (people with disabilities, studying at Lithuanian higher education institutions). These payments shall be used to satisfy the specific needs of individual student at the learning process. The project partners have an opportunity to install or improve accessible workplaces for the students with special needs, equipped with special software and hardware, specialized ergonomic furniture.
  2. Education support professionals training in non-formal education programmes. Implementing this activity, training courses for education support professionals / workers (including mentors) are organized. Training programme comprises six modules of 8 academic hours each and taught to 2 groups of education support professionals. In order to ensure the quality of services provided to the project's partners, training takes place in three regions of the country (Vilnius, Kaunas and Klaipeda).

Information about award of Purposive Disbursements

In order to get the Purposive Disbursements students with disabilities, studying in schools of higher education, that have permit to conduct studies and activities related to studies in Lithuania, shall meet the following requirements:

  1. are citizens of the Republic of Lithuania, either citizens of other countries or stateless persons who have declared a permanent residence in the Republic of Lithuania;
  2. have 45 percent or less capacity for work or severe or moderate level of disability, determined according to the rules of law;
  3. for the first time are enrolled in (except for the cases, when a person with disability cancelled his/her studies or was dismissed from the institution of higher education and begins to study again. In such occurrence Purposive Disbursements are not awarded for the period when the student received Purposive Disbursement before cancellation or dismissal): 
    3.1. the first cycle (undergraduate or professional undergraduate) degree programme or in an integrated study programme;
    3.2. postgraduate (MSc) degree programme;
    3.3. study programmes which do not award a degree;
    3.4. the third cycle (doctorate);
  4. do not have academic debts in the study programme and (or) penalties imposed by the institution of higher education.

Purposive Disbursements can be awarded to all the students of the institutions of higher education operating in Lithuania, regardless of whether the institution is a project partner. Purposive Disbursements are granted for one semester (including holiday periods). To get the Purposive Disbursements students, according to the regulations and deadlines set by their institution of higher education, must submit:

  • personal identity document;
  • certificate of the disabled;
  • application form approved by the Director of the State Studies Foundation.
